Jurry Duty

If the effort put in by a personal moderator (other metaphors: guide or software that optimizes other subset software) out ways the progress obtained in the entity then the entity will not be issued a moderator.

Becoming a moderator is probably a lot like getting summoned for jury duty by the larger system. And say there is a situation that involves multiple entity's interacting the moderators would have to gather and present their case for their entity in a trail format metaphor and a solution will have to be determined. Example being your car crashing another car.
